I think noam automatically loses the contest, but I felt sorry for him, so I am posting this anyways.

noam explains the photograph:

The image was taken in Kiryat Ono, Israel. It was taken for the top of a little hill. On top of the hill is the watertower that you see in the image. It has been a very long time since they used it last. Its got graffiti all over it, and the Israeli flag on top of it ripped apart over the years.

At the bottom of the hill there is a little park with swings, slides, etc. There's also another little hill next to this one where kids often play soccer, every Israeli's favorite sport (not mine).
