Possibly Queen Street West in Toronto. This photograph was taken through the windshield of a car. The slow shutter speed and no use of flash at night, in addition to being in a moving vehicle, give the blurry effect. This photograph was taken on the way home from the infamous ABS Pirates of Lake Ontario mission.

This picture was taken with a Canon PowerShot Pro70 Digital Camera without a flash.
